Coach and minibus transfers at Rome Fiumicino (FCO)
Fiumicino splits arrivals between T1 and T3, and coaches and chauffeur cars use different areas. Know which applies to your group, then plan for Rome's ZTL BUS permits before the coach leaves.
The coach hub at T3 Arrivals
At Fiumicino, group coaches load from the coach hub in T3 Arrivals. Its stands are numbered 20 to 26 and sit beside exit 6; from inside the terminal, the Bus Station signs lead there. T3 handles non-Schengen and intercontinental flights, so long-haul groups come out close to the coach. T1 handles domestic and Schengen flights. A group landing there has to walk through to T3 with its bags, so allow the time.
Chauffeur cars and the NCC hub
In Italy, chauffeur cars run under the NCC rules. NCC drivers at Fiumicino collect T1 passengers from Multipiano B, on its ground floor, and T3 passengers from PR7. Entry is through the NCC hub, which allows 40 minutes.
Every chauffeur car has to be booked ahead. No rank exists for pick-ups, so a car cannot be hired on the spot. If part of your group needs a car alongside the coach, book both together. Tell the operator about any delay quickly too, because the NCC allowance is only 40 minutes.

Rome's ZTL BUS permits begin at the city edge
The drive to Rome is about 30 km and takes 40 to 60 minutes. Once there, tourist buses need ZTL BUS permits. Zone B runs from 05:00 to 24:00, while Zones A and C are in force around the clock. Since 1 January 2026 the only place to buy the permits is online.
ZTL BUS C covers the historic centre and is closed to tourist coaches, with three exceptions: school trips, transport for disabled passengers, and hotels that have 40 or more rooms. Staying in the Centro Storico? Ask whether your hotel qualifies. If it does not, the coach stops outside the zone and you walk in.
Straight to a visit, a fair or a ship
Some groups go from the plane to a first visit. A Colosseum permit comes with parking booked in advance and set boarding areas, Circo Massimo among them. Coach numbers near the Vatican are held to a quota each day, weekends included, so book early. The Fiera di Roma sits on the Fiumicino airport road, which keeps fair transfers short. Cruise groups can go direct to Civitavecchia, about 60 km from FCO.
