Lisbon's coach rules are about engines, not permits. Check the vehicle's Euro standard against the two ZER zones, then plan the day around the hills.
ZER Zone 1 and Zone 2
The ZER in Lisbon is in force from 07:00 to 21:00 on weekdays. Zone 1 spans the Baixa and the Avenida da Liberdade; the engine there has to be Euro 3 or newer. Zone 2 covers a wider area, with Avenida Ceuta and the Eixo Norte-Sul as its limits, and there the minimum is Euro 2.
A weekday tour of Praça do Comércio and the Baixa sits inside Zone 1. Ask for the Euro standard to appear on the quote.
Belém, Baixa and Alfama in one day
West of the centre on the river is Belém, home of the Jerónimos Monastery and of Belém Tower. The Baixa is inside Zone 1. Alfama and São Jorge Castle are on a hill near the cruise terminal. Belém is a good morning stop, the Baixa at midday, Alfama late in the day.
Alfama is a hill district. Allow for a slower pace if some of the group walk less easily.

Rules for buses in Lisbon
- Lisbon ZER, weekdays 07:00-21:00: Zone 1 (Av. Liberdade/Baixa) requires Euro 3 or newer.
- ZER Zone 2 (wider area inside Av. Ceuta and the Eixo Norte-Sul) requires Euro 2 or newer.
Cruise terminals by the old town
Ships call at three cruise terminals in Lisbon: Rocha Conde de Óbidos, Santa Apolónia, and Jardim do Tabaco, home of the Lisbon Cruise Terminal. The main ones are close to Alfama and Santa Apolónia. From the port to the airport is about 9 km, or 15 to 30 minutes, which leaves room for a short city tour on the way.
Humberto Delgado Airport
Humberto Delgado has two terminals, 1 and 2, and the drive to the centre is about 7 km, or 15 to 30 minutes. The airport does not publish an official place for coaches or chauffeurs to meet passengers. The operator arranges where the coach meets you for each booking, and we pass that on with the final details.
Congress groups go either to the Centro de Congressos de Lisboa on the Junqueira riverside or to FIL in Parque das Nações.
Sintra, Cascais and Fátima
Sintra and Cascais are 35 to 50 minutes away, easy to pair. Óbidos is about an hour. Fátima is 1.25 to 1.5 hours, a natural stop for pilgrimage groups. Évora is 1.5 hours.
