Accessible group travel works when the vehicle, the timings and the stops are planned around the people using them. On a private hire, you set that out with the operator yourself.
What EU passenger rights cover, and what they do not
Regulation (EU) 181/2011 sets out rights for disabled passengers on regular bus and coach services in the EU. It lets a carrier refuse boarding only where the design of the vehicle, stop or terminal makes boarding impossible. For journeys of 250 km or more, ask for assistance 36 hours ahead or earlier.
Its focus, though, is scheduled services. Private charters sit mostly outside it. When you hire a vehicle, the terms you agree with the operator do that work instead. Write every need into the booking.

The vehicle: wheelchair spaces and luggage
A wheelchair-accessible minibus typically seats 10 to 16, plus wheelchair spaces. The Sprinter Mobility, a Mercedes minibus, is designed for passengers whose mobility is restricted. In one of its layouts there are 10+1 seats and room for 1 wheelchair. Wheelchair spaces reduce luggage room, so count bags and mobility equipment together. Tell the operator how many wheelchair users are travelling, whether they transfer to a seat, and what else travels with them.
City access exceptions
Some cities open restricted zones to disabled passengers. Rome closes ZTL BUS C, the historic centre, to tourist coaches, but lets in transport for disabled passengers. In Amsterdam, disabled passengers are among the groups eligible for an exemption inside the S100 ring. Exceptions need arranging in advance, so raise them early. Where no exception exists, ask for the nearest step-free set-down point and the walking distance.
Questions
Does EU law guarantee assistance on a private coach hire?
Not directly. Regulation 181/2011 mainly targets scheduled services, not charters. On a private hire, agree the assistance you need with the operator and get it in writing.
How many wheelchair users can a minibus carry?
It depends on the configuration. In one Sprinter layout there are 10+1 seats and 1 wheelchair space. Tell the operator how many spaces you need.
Can an accessible vehicle drive into Rome's historic centre?
The ZTL BUS C closure exempts transport for disabled passengers. The operator must still hold the right permit.
